Construction and equipment of the border crossing point “Grigorovshchina” located at the border of the Republic of Belarus with the Republic of Latvia: introduction of a non-intrusive inspection technology

Within the project it is assumed to deliver an X-ray scanning control system including equipment and protective buildings to place an X-ray scanning equipment and for the personnel, at the road border checkpoint “Grigorovshchina” of Vitebsk Custom House. Turnkey erecting of an X-ray scanning system and the introduction of a non-intrusive inspection technology are foreseen by the project; it includes the following elements:
The delivery of an X-ray scanning control system of vehicles and of other equipment necessary for the system’s functioning, assembling and equipment installation.
Turnkey construction of 1 main building to accommodate an X-rays scanning system and 1 building for the personnel (includes the whole range of works from survey and designing to commissioning of a facility to the Contracting Authority).
Providing of personnel trainings in order to teach them how to operate the equipment.

Dalības nosacījumi
Ekonomiskais un finansiālais stāvoklis:

Economic and financial capacity of candidate:

a) the average annual turnover of the tenderer in the past 3 years must be at least 50 bln. BYR (without subcontracting);

b) positive accounting balance sheet of the tenderer in the past 3 years.

Tehniskās un profesionālās spējas:

Technical and professional capacity of candidate:

a) the tenderer must have completed at least 3 suppies of X-ray scanning control systems of vehicles or containers over the last 3 years. The Contracting Authority reserves the right to ask for copies of the corresponding certificates of final acceptance signed by supervisors/contracting authorities in regard to the mentioned projects and also opinions of equipment receivers/users;

b) at least 10 key engineering and technical personnel of the tenderer must have proven qualifications and at least 3 years' appropriate experience in carrying out works similar to works under this project;

c) supply period at most 16 months starting from the day of signing the contract with the successful tenderer.

Juridiskā forma, kas jāieņem uzņēmēju grupai, kurai paredzēts piešķirt līguma slēgšanas tiesības:

Participation is open on equal terms to all natural and legal persons (except for consortiums) which are established in a Member State of the European Union or in a country or territory of the regions covered and/ or authorised by the Financial Regulation, basic legislation or other instruments governing the aid programme under which the grant is being allocated. All works, supplies and services under this contract must originate in one or more of mentioned countries. Participation is also open to international organisations. The participation of natural persons is directly governed by the specific instruments applicable to the programme under which the contract is financed.
